In daily activities of home health care, caregivers move to patients' home and provide care services. It is usually formulated as a vehicle routing problem with time windows. But in real life, the operational constraints and uncertain service time should be considered. The goal of this work is to propose a method and a model enable to manage home healthcare activities with uncertain service time.
